According to the Labour Force Barometer, the worst shortages in autumn 2025 were of general practitioners, machinists, specialist physicians, welders and psychologists. In spring 2026 the shortage occupations also included, for example, nurses, practical nurses, application designers and early childhood education teachers.
How much does a practical nurse earn?
The median total earnings of a full-time practical nurse were €3,222 per month in 2024 (Statistics Finland). The figure includes supplements, so basic pay alone may be lower.
Is there work for software developers in 2026?
In August 2026 there were 89 open software developer vacancies nationwide and 4 049 unemployed jobseekers (Ministry of Employment's job-seeking statistics). Competition for the posts is therefore tough, even though the median salary in 2024 was good, 5 020 € a month.
What is the fastest route into a shortage occupation?
Many shortage occupations can be reached with a vocational qualification: welder and machinist with the qualification in mechanical and production engineering, and practical nurse with the qualification in social and health care. Programmes and application periods can be found on Opintopolku (Studyinfo).
Where can I see the shortage occupations in my area?
Regional shortage and surplus occupations can be found in the Labour Barometer (tyovoimabarometri.fi). The numbers of unemployed people and open vacancies by occupation are in Statistics Finland's StatFin database, and the next employment review will be published on 20.10.2026.
How many unemployed and open vacancies are there now?
In August 2026 there were about 329 600 unemployed jobseekers, 6 % more than a year earlier, and 53 900 open vacancies (KEHA Centre). According to Statistics Finland, the trend unemployment rate was 10,1 %.
How much pay subsidy can an employer get?

Who grants the pay subsidy in 2026?
Since the beginning of 2025, the decision on a wage subsidy has been made by the municipality or an employment area formed by municipalities. The subsidy is applied for before the employment relationship begins, and the terms and appropriations may vary by area.
What support is available for hiring a person over 55?
The employment subsidy is 70% of the pay costs, up to €1,770 per month and for 10 months. The person hired must have been unemployed for at least 24 months during the last 28 months (City of Helsinki).
In which occupations is it hardest for employers to find workers?
According to the Labour Force Barometer, the hardest roles to recruit for are general practitioners and specialist physicians, machinists, welders and psychologists. In August 2026 there were more vacancies for general practitioners than unemployed jobseekers (419 vs. 266).
How to use the information
- Before choosing a field, check how many open vacancies there are per unemployed person. For example, in August there were more vacancies for general practitioners than unemployed people.
- A vocational qualification is the quickest route to many shortage occupations, such as welder, machinist or practical nurse.
- There are now many unemployed applicants relative to vacancies in the software sector. Specialise and gather evidence of your skills.
- Shortage occupations vary by region. Check the situation in your own region in the Labour Barometer.
- Note that the salary in the table includes supplements. In shift work and overtime, earnings may be higher.
- Apply for the wage subsidy before the employment relationship begins. Support is generally not granted for an employment relationship that has already started.
- The pay subsidy is funded from the employment area's appropriations, and the money can run out during the year. For example, the Meri-Lappi employment area stopped new pay subsidy decisions in September 2025.
- For hiring a long-term unemployed person over 55 you can receive a 70% employment subsidy, up to €1,770/month for 10 months (Helsinki's terms).
- If you cannot find a ready-made professional for a shortage occupation, consider RekryKoulutus: the employment area trains unemployed applicants to meet the company's needs, and the employer pays 30%.
- Compare the number of unemployed people and open vacancies for an occupation in StatFin in your own region before recruiting: for example, there are many times more unemployed salespeople and cooks than open positions.
