User guide and information

How to get started

  1. Open Turvallisuus_tyokalut.xlsx and enter the start date of the event in the Permit checklist. You will immediately see by when each notification must be made.
  2. Carry out a risk assessment (Risk assessment) and record the wind limits of the structures (Wind limits).
  3. Fill in Pelastussuunnitelma_pohja.docx and attach the risk assessment and area map.
  4. Check the local rescue service's instructions and form.

Key deadlines

  • Rescue plan to the rescue authority: at least 14 days before the event begins (Rescue Act 379/2011, section 16).
  • Notification of a public event to the police: at least 5 days in advance (Assembly Act 530/1999, section 14).
  • Noise notification to the municipal environmental protection authority: at the latest 30 days before (Environmental Protection Act 527/2014 118 §).

A rescue plan is mandatory, for example, when at least 200 people are present at the same time (Government Decree 407/2011, section 3).

Discharge from liability

The templates are an aid and do not replace official guidance. Always check the guidance of the local rescue service, police and municipality. Wind limits for structures come from the manufacturer's instructions. The organiser is responsible for the safety of the event. Legal references checked 10/2026.
