Find new customers before your competitors.
In the second quarter of 2026, 10,781 businesses started operations, 12.9% fewer than a year earlier, and more businesses closed than started. New businesses, public procurements (about €38 billion a year) and building permits are openly available sales signals, as long as direct marketing rules are followed when making contact.
Leads Radar gathers sales signals from open data: new companies, public procurements and construction projects. With the calculator you can see how much a lead is worth paying for.

Basic rules of B2B direct marketing
According to the guidance of the Office of the Data Protection Ombudsman. Electronic direct marketing means email, text messages and other electronic messages. The rules are based on the Act on Electronic Communications Services (917/2014, chapter 24) and the Data Protection Regulation (GDPR).
| Recipient and channel | Is prior consent needed? | Terms |
|---|---|---|
| The organisation's general email address (e.g. [email protected]) | No | The recipient must be given an easy and free way to opt out of messages |
| Employee's personal work email ([email protected]) | Not if the offer is substantially related to the person's job duties | The person's status must be checked in advance, and the lawfulness of the processing must be demonstrable afterwards. Otherwise consent is needed |
| Sole proprietorship or other natural person, electronic message | Yes (general rule) | Sole proprietorships are treated like private individuals. Exception: you may market similar products to your own customer if the contact details were obtained in connection with a sale |
| Telemarketing (a human caller) | No | If contact details were obtained from somewhere other than the person themselves, the key information about the processing of personal data and the source of the data must be given in the first call |
| All channels | – | A person has the right to prohibit direct marketing at any time, even in the middle of a call, and the prohibition must be processed |
Public procurement thresholds 2026
The thresholds exclude VAT. Procurements exceeding the national threshold are announced in Hilma; those exceeding the EU threshold also in the EU's TED database. Small procurements (below the national threshold) are often announced only on the contracting authority's own website. Under the revised Public Procurement Act, from 1.10.2026 procurements exceeding the EU threshold must in principle be divided into lots, and an open procedure must be repeated if only one tender is received.

Frequently asked questions: Leads Radar
How many new businesses are founded in Finland?
In the second quarter of 2026, 10,781 businesses started operations, which is 12.9% fewer than a year earlier. In the same quarter 12,013 businesses closed (Statistics Finland 15 Sep 2026).
How many bankruptcies are there in 2026?
In August 2026, 296 bankruptcies were initiated, 22 more than a year earlier. In the 12 months between September 2025 and August 2026 there were 4 021 bankruptcies in total (Statistics Finland 15.9.2026).
What information can you get free of charge from PRH's open data?
PRH's open interfaces provide, free of charge, companies' basic details (YTJ), notifications registered in the Trade Register since 7.11.2014, and financial statements filed in iXBRL format. The data is under the CC BY 4.0 licence, so the source must be credited; sole trader details and companies' email addresses or phone numbers are not available.
May you send marketing emails to a company without permission?
You may send to an organisation's general address (e.g. info@) without prior consent, provided that refusing is easy and free of charge. You may send to an employee's own work address without consent only if the offer is essentially related to their duties (Data Protection Ombudsman).
Do the company's rules apply to sole traders?
No. According to the Data Protection Ombudsman's guidance, sole traders are treated like private individuals, so electronic direct marketing generally requires prior consent. The exception is your own customer, to whom you may market similar products if the contact details were obtained in connection with a sale.
May you make sales calls to companies?
Yes. When the caller is a person, prior consent is not required, but the recipient may prohibit marketing at any time. If the contact details were obtained elsewhere, the key details of the processing and the source of the data must be stated already in the first call (Data Protection Ombudsman 2025).
Where can I find sales opportunities in public procurement?
Around €38 billion of public procurement is carried out in Finland each year (Government, 16 June 2026). Tenders and advance notices of upcoming procurements are published in Hilma (hankintailmoitukset.fi), where you can set up a free search alert.
Where is the most building going on?
Between August 2025 and July 2026, building permits were granted for 36 million cubic metres, 16 % more than a year earlier. The growth came from non-residential buildings (+22 %), especially data centres; most permits were granted in Uusimaa and North Ostrobothnia (Statistics Finland 22.9.2026).
How do I set up a search alert in Hilma?
The search alert in Hilma (hankintailmoitukset.fi) is free. Build your search on your own terms, such as CPV codes, region and keywords, and save it as an alert to receive matching notices bundled in a daily email. Hilma publishes all procurements above the threshold and some smaller ones (Federation of Finnish Enterprises).
What are the procurement thresholds in 2026?
The national threshold is €60,000 for goods and services, €150,000 for construction contracts, €400,000 for social and health services and €300,000 for other special services (VAT 0%). From 1.1.2026 the EU threshold is €216,000 for municipal procurement of goods and services, €140,000 for central government and €5,404,000 for construction contracts (hankinnat.fi).
How do I search for companies in YTJ?
The YTJ company search (tietopalvelu.ytj.fi) of PRH and the Finnish Tax Administration is free of charge. Search criteria can be a Business ID, LEI code, name, company form, municipality of registration or the main line of business notified to the Tax Administration. The results also show information from the tax debt register. For larger, regular searches, PRH's open interface is suitable.
Does the Robinson ban apply to business-to-business sales?
The Robinson service is a ban register maintained by the Finnish Direct Marketing Association (ASML) for telephone and addressed direct marketing. The restriction can be made only by an adult in person and is valid for three years at a time. It is not a ban list for companies, but every recipient can forbid marketing directly to the seller, even in the middle of a call (Data Protection Ombudsman).
What must be disclosed in B2B telemarketing?
If you call a person whose contact details were obtained from somewhere other than the person themselves, state the key information about the processing of personal data and where the data was obtained already in the first call (Data Protection Ombudsman 18.6.2025). When the caller is a human, prior consent is not required, but an opt-out must be handled immediately.
What did the Public Procurement Act reform change for the seller?
The Act entered into force on 18.6.2026. From 1.10.2026, procurements exceeding the EU threshold must as a rule be divided into lots, and if only one tender is received in an open procedure, the tendering must be repeated. From 1.7.2027, a contracting entity must own at least 10 % of its in-house entity in order to procure from it without competitive tendering (Government 16.6.2026; Finnish Entrepreneurs 21.9.2026).
How to use the information
- Every week, search the PRH open interface for companies registered in your industry and area during the previous week – a new company often needs accounting, insurance, premises and equipment.
- PRH's open data does not include sole traders or email addresses or phone numbers. Electronic marketing may be sent to a sole trader only with consent, so call or send a letter.
- Send a B2B email to a person's own work address only if the offer is materially related to their job duties – and record how you checked their role.
- If you call based on a purchased or collected list, state in the first call where you obtained the contact details and where the privacy notice can be found.
- Set up a Hilma search alert for your own CPV codes and follow the prior information notices too: they show upcoming procurements as much as 1–2 years in advance.
- The cubic volume of building permits grew by 16 % (8/2025–7/2026), particularly in non-residential buildings such as data centres – construction subcontractors should look for leads there.
- It is not worth starting new credit sales with a company that has filed for bankruptcy: check the customer's situation before quoting and use advance payment for new customers.
- When you use PRH's open data in your own service, credit the source – the CC BY 4.0 licence requires it.
- Set up a Hilma search alert for free: choose CPV codes, region and keywords, and you will receive matching notices compiled in a daily email. Also check small procurements on municipalities' own procurement pages, as not all are announced in Hilma.
- Check a new customer's tax debt information in YTJ before extending credit: look up the company, open Show more information and see the entry in the tax debt register. An entry arises from a tax debt of at least €10 000.
- The Robinson ban applies to private individuals and is not a ban list of business numbers. If you call a sole trader's personal number, treat them like a consumer and respect the ban as soon as they present it.
- Make use of the new Procurement Act: from 1.10.2026, procurements above the EU threshold must as a rule be divided into lots. Even a small business can bid for one lot, even if the whole procurement would be too large.
